I am in need of housing. Do you have housing immediately available?

No. RHE is not an emergency housing provider. Whenever RHE public housing units or housing choice vouchers become available, applicants are selected from RHE wait lists. In order to be on RHE’s wait lists, one must apply when the wait lists are open.

When are the wait lists open?

Whenever RHE determines that they do not have enough applicants to fill anticipated public housing vacancies or for housing choice vouchers that may come available, RHE will open either the Public Housing or the Housing Choice Voucher wait list as needed. Generally, this occurs every two to three years. The last time the Housing Choice Voucher wait list was open was in November 2011. The last time the Public Housing wait list was open was in November 2011.

How will I know when the wait lists open up?

Whenever RHE opens either the Public Housing or Housing Choice Voucher wait list they will publish a notice on this Web site, in “Rockville Reports”, the City of Rockville’s newspaper, and will notify various public agencies such as the Montgomery County Department of Health and Human Services, the Housing Opportunities Commission of Montgomery County, and the City of Rockville’s Community Services Division.

Where do I go for emergency housing help?

You may request assistance from the City of Rockville Community Services Division at (240) 314-8310 or Montgomery County Emergency Services at (240) 777-1245.

Is there one wait list for all RHE programs?

No. There are two separate wait lists, one for the Public Housing Program (RHE-owned units located on First Street at David Scull Courts or in single-family houses scattered throughout Rockville) and one for the Housing Choice Voucher (HCV) Program. Under the HCV Program, participants rent units in the private sector (houses, townhouses, apartments that are privately owned) with subsidy from RHE. One should apply for both wait lists when they are open. The two wait lists often are not open at the same time.

RHE’s often affordable units are leased on a first-come, first-serve basis as units become available. The Affordable Housing section has more detail.

How do I know where I am on the wait list(s)?

You may call RHE at (301) 424-6265 and follow the recorded instructions at any time to learn where you are on the wait list.

Once my name gets to the top of the wait list, what happens?

When your name gets to the top of the wait list and RHE knows a unit or voucher will be available to offer in the next month or two, RHE will call you in for an application interview and will request that you bring in certain documentation related to your household income and composition. RHE will use this information as well as criminal and other screening information, to determine your eligibility. Once determined eligible, you will be scheduled for the next available unit (for Public Housing applicants) or voucher (for HCV program applicants).

If I receive a voucher, how long do I have to find a unit?

You will have 60 days to find a unit. Extensions of time sometimes are provided under certain circumstances but this is not often. Voucher recipients are encouraged to consider leasing in the unit they currently occupy if that unit meets the applicant’s needs and HCV program requirements related to rent and the condition of the unit.
